Microsoft explains that a system reboot is required to automatically install the required updated Android Device Policy app. If a reboot doesn’t work, the user can also manually install the package from her Google Play store, followed by a system restore.

We recently received reports of an issue where Samsung devices were unable to enroll as personal work profiles on Android 13. The user may see a dialog box stating that the profile could not be created. S21 and S22 devices have been confirmed to be affected, but other models may be affected. We have been working with his Samsung and Google friends who have issued fixes.

To resolve, we recommend that administrators instruct users to restart their devices. The Android Device Policy app is downloaded during enrollment, but the user experience remains the same. If a reboot does not resolve the issue, have the user manually install Android Device Policy in the Google Play Store and then reboot to start the enrollment flow again.

A server-side fix is ​​provided. To resolve this issue, reboot the device before enrolling. If the issue persists after rebooting, please install the Android Device Policy app from the Google Play Store before proceeding with enrollment.
